BACKGROUND
The City has been facing several problematic issues, such as air pollution, disorderly transportation system, water shortage, water pollution, inundation, toxic and hazardous waste disposal, due to the rapid industrial growth and the high population growth, without any comprehensive plan to be capable of these changes, and the living environment has been getting worse.
In order to effectively solve those problems, comprehensive urban development plan which consolidate various sector is necessary.
In response to a request from the Government of the Republic of Zambia, (hereafter referred to as “GRZ”), the Government of Japan (hereafter referred to as “GOJ”) is conducting “The Study on Comprehensive Urban Development Plan for the City of Lusaka” (hereafter referred to as “the Study”) in accordance with the Agreement on Technical Cooperation between the GRZ and the GOJ signed on June 27, 2006.
Accordingly, the Japan International Cooperation Agency (hereafter referred to as “JICA”), the official agency responsible for implementation of the technical cooperation programs of the GOJ, is undertaking the Study in close cooperation with the authorities concerned in the GRZ.
